(브레이크뉴스인천 박상도 기자) 환경부 산하 수도권매립지관리공사(이하 ‘공사’)가 지난 8월 27일 오후 고양 킨텍스에서 공무원과 기업체 관계자, 전문가들이 참석한 가운데 ‘2025 드림파크 자원순환 포럼’을 성황리에 개최했다고 밝혔다. 

공사에 따르면, 이번 포럼은 순환경제 사회를 선도하기 위한 공사의 의지를 담아, 자원순환분야에서 축적해 온 연구성과와 운영관리 노하우를 외부에 공유하고자 마련됐으며 특히 ‘순환경제를 위한 수도권매립지 활용방안’을 주제로 한 토론회도 함께 열려 큰 관심을 모았다.

포럼에서는 공사가 추진중인 슬러지 자원화 및 국내외 온실가스 감축시범사업, 청록수소 연구 사업 등 다양한 주제로 발표가 진행됐다.

이에 뒤이어 열린 토론회에는 (사)자원순환포장기술원 오길종 원장을 좌장으로, 공주대학교 오세천 교수, ㈜한국종합플랜트 이종연 대표, ㈜그린웨이브 김덕영 대표, 인천테크노파크 강인철 센터장이 패널로 참여하여 심도 있는 논의를 이어갔다.

공주대학교 오세천 교수는 우리나라 폐기물 정책 변화를 설명하며, 생활폐기물 직매립 금지와 관련해 민간 소각시설 활용이 일시적 대안은 될 수 있으나 공공 소각시설 확충을 지연·고착화시켜 장기적으로는 결국 주민에게 불이익을 초래할 수 있다고 우려했다.

한국종합플랜트 이종연 대표는 “폐기물 소각시설은 반드시 설치해야 할 과제이며, 이를 위해 지역 수용성 문제도 함께 해결해 나가야 한다”며, 폐기물을 공공재로 인식하고 공공의 역할을 강화해야 한다고 강조했다.

또한, 그린웨이브 김덕영 대표는 매립시설과 소각시설의 온실가스 배출량에 대해 언급하며, 에너지 회수율 제고를 통한 기술 혁신 필요성을 지적했다.

인천테크노파크 강인철 센터장은 “수도권매립지가 보유한 매립가스·바이오가스의 활용을 확대해 일자리 창출은 물론, 지역성장과 사회적 편익까지 도모해야 한다”고 강조하며 “이를 위해 매립지를 미래 에너지 전환 플랫폼으로 발전시켜야 한다”고 밝혔다.

좌장을 맡은 오길종 원장은 수도권매립지가 매립·침출수·가스관리 등에서 세계적 선도 역할을 해왔고, 앞으로는 매립 제로화·순환경제·탄소중립의 메카로 전환해야 한다는 의견을 제시했다. 

이를 위해 재활용 고도화 테스트베드, 주민 수용성 있는 자원·에너지 회수 시설, 재해폐기물 처리 및 지자체 지원 기능 등을 수행하며 국내외 우수모델로 발전해야 한다고 강조했다.

토론에 참석한 김석완 한국폐기물자원순환학회 회장은 “수도권매립지는 직매립 금지 시대에 대응해 물질선별, 고형연료, 잔재물 재활용 등 복합적·고도화된 처리 시스템을 갖춰야 한다”며, “주민 수용성을 높이기 위한 인센티브 제공이 필수적”이라고 강조했다.

수도권매립지관리공사 류돈식 자원순환기술연구소장은 “이번 토론회에서는 자원순환 정책 제안, 폐기물 처리의 공공성 강화, 주민 수용성 확보, 해외 선진사례 도입 등 다각적인 해법이 제시됐다”며, “공사는 앞으로도 정기적인 토론회를 통해 순환경제사회로의 전환에 필요한 역할을 적극 검토·추진해 나가겠다”고 말했다.
