(브레이크뉴스인천 박상도 기자) 인천 앞바다에 기름이 유출돼 해경이 방제작업을 벌였다.

인천해양경찰서가 지난 13일 오후 2시 57분께 중구 역무선부두 인근 해상에서 검은색 기름띠가 보인다는 신고를 접수했다.

인천해경은 신고 접수 즉시 경비함정 1척과 해경 인력 12명을 투입하고 해양환경공단 인천지사와 함께 방제조치에 나섰다.

이들은 중질유 부착재와 유흡착재 등 방제자재 30㎏을 사용해 해상에 유출된 길이 400m, 폭 150m 규모의 검은색 및 무지갯빛 기름띠에 대한 방제작업을 실시했고 오후 4시 52분께 방제를 완료했다.

인천해경은 선박 수리 중이던 예인선 A호(100t급)에서 연료유인 벙커A유가 유출된 것으로 보고 있다.

해양환경관리법상 해상에 과실로 오염물질을 배출하면 최대 3년 이하의 징역 또는 3천만 원 이하의 벌금을, 고의로 오염물질을 배출하면 최대 5년 이하의 징역 또는 5천만 원 이하의 벌금에 처해질 수 있다.

인천해경 관계자는 “선박 관계자를 상대로 정확한 사고 경위와 유출량 등을 조사하고 있다”고 말했다.

또한, 인천해양경찰서가 지난 13일 청사 대강당에서 인천해양재난구조대원들을 대상으로 응급처치 교육을 실시했다고 밝혔다.

인천해경서에 따르면, 이번 교육은 전국 해양재난구조대 최초로 인천의료원길병원 등 의료기관과 협업해 진행됐다.

교육에는 인천해양재난구조대원 29명이 참여했으며, 임상경험이 풍부한 전문강사로부터 응급처치 이론 및 실습교육을 받았다.

이들은 해상에서의 응급처치 과정 등을 교육받고, 심폐소생술 및 AED(자동심장충격기) 사용법과 응급환자 주요 증상별 응급처치 절차를 실습했다.

올해 1월 출범한 인천해양재난구조대는 해상구조 및 조난사고 대응활동 등을 담당하며 704명으로 구성돼 있다.

인천해경은 해양사고 발생 시 신속한 대응태세를 구축하기 위해 인천해양재난구조대와의 협력체계를 더욱 강화할 방침이다. 

또, 응급처치 교육 등을 연중 실시할 계획이다.

인천해경 관계자는 “앞으로도 해양경찰의 든든한 파트너인 해양재난구조대와 안전한 바다를 만들기 위해 함께 노력하겠다”고 말했다.

또한, 인천해양경찰서가 14일, 해루질을 하다 고립된 2명을 구조했다고 밝혔다.

인천해경에 따르면, 하늘바다파출소가 14일 오전 0시 58분께 중구 무의동 하나개해수욕장에서 드론 순찰 중 갯벌에 고립돼 손을 흔들고 있던 사람 2명을 발견했다.

하늘바다파출소 경찰관들은 긴급한 상황으로 판단, 즉시 현장으로 출동해 갯벌 고립자 A씨(60대, 남)와 B씨(50대, 여)를 구조했다.

당시 갯벌 고립자들은 허리까지 물이 차 있던 상태였고, 특히 이날은 대조기로 평소보다 해수면이 높고 조류가 빨라 자칫하면 인명사고로 이어질 수 있었다.

다행히 이들은 모두 건강 상태에 이상이 없어 안전계도 후 귀가 조치됐다.

또, 이날 하늘바다파출소는 하나개해수욕장에서 갯벌활동을 하던 80여 명에 대한 안전계도를 실시해 사고를 미연에 방지했다.
