이날 도성훈 인천 교육감은 기자회견을 통해  "교육청은 향후 2년의 정책 방향을 “학교를 삶으로! 일상을 배움으로!”로 설정하고,학생성공시대를 한 단계 도약시키고 한층 더 새롭게 써내려 가고자 한다 "며  "첫째, ‘품격 높은 교육’으로 학생들의 앎의 질과 삶의 질을 높이겠다. 둘째, 학생들의 결대로 성장을 돕기 위해 더 다양하고 촘촘한 지원체계를 갖추겠다. 셋째, 교육공동체 모두가 안심할 수 있는 학교, 서로 존중하고 배려하는 학교를 만들겠다."고 밝혔다.

도성훈 교육감은 "학생성공시대가 더 큰 꿈을 펼칠 수 있는 것은 ‘학생중심교육’, ‘한 아이도 포기하지 않는 교육’, ‘결대로 성장하는 교육’을 철학으로 삼고, 오직 학생만을 바라보며 걸어왔기 때문이다. 인천시교육청은 2024년을 ‘하루라도 걷지 않으면 몸과 마음에 녹이 슨다’는“一日不徒步 心身生靑綠”의 마음으로 시작했다 .앞으로도 인천교육은 평범에 머물러 있거나 현실에 안주하지 않겠으며 늘 새롭게 변모하며 학생과 함께 성장하겠다"고 밝혔다.

존경하는 인천시민 여러분, 사랑하는 교육 가족 여러분!

안녕하십니까, 인천광역시교육감 도성훈입니다.

교육감 역할을 수행한 지 2년이 지났습니다. 

인천교육을 위해 일할 수 있도록 기회를 주신 인천시민, 교육가족 여러분께 진심으로 감사드립니다.

우리는 디지털 대전환의 시대이자 복합 위기의 시대에 살고 있습니다.

인간과 인간, 인간과 자연, 인간과 AI가 공존하고 협력해야만 하는 시대입니다.

이러한 시대에는 학력과 스펙이 아니라, 삶의 문제에 대해 관찰하고 질문하며 해결 방안을 탐구하고 실천하는 사람이 필요합니다. 

이에 우리 교육청은 향후 2년의 정책 방향을 “학교를 삶으로! 일상을 배움으로!”로 설정하고,

학생성공시대를 한 단계 도약시키고 한층 더 새롭게 써내려 가고자 합니다.

첫째, ‘품격 높은 교육’으로 학생들의 앎의 질과 삶의 질을 높이겠습니다.

읽걷쓰는 ‘즐겁게 읽고, 온전하게 경험해, 주도적으로 참여하는 교육’입니다. 

학생들이 읽걷쓰 교육으로 관찰하고 질문하는 역량, 탐구하고 행동하는 역량을 갖추도록 하고, ‘건강한 신체와 정서, 인격’을 갖춘 사람으로 자라도록 돕겠습니다.

이를 위해 청소년문학상 사업과 학교로 찾아가는 출판교육, 학교운동장 맨발걷기 교육을 시작하고, 모든 학교도서관에 전담인력 배치를 100% 완료해 읽걷쓰 교육의 튼튼한 바탕을 일구겠습니다.

세상이 교실이고, 교과서이며, 배움터입니다.

2025년 세계로국제학교가 새롭게 문을 엽니다. 

다문화·비다문화 학생들의 통합교육을 위한 공립 국제학교입니다.

학생들이 상호 문화 다양성을 바탕으로 글로컬 인재로 성장할 수 있도록 돕겠습니다. 

인천난정평화교육 산하에 평화연구소를 설립하고, 대한민국 평화교육의 허브로 만들어 UN평화대학 유치의 기반을 만들겠습니다. 

또한, 매년 3천 명이 온․오프라인으로 국제교류하는 인천세계로배움학교 사업을 5천 명으로 확대해 학생들의 꿈이 세계로 나아가게 하겠습니다.

1학교, 1인, 1스포츠교육인 1․1․1 스포츠프로젝트는 25년까지 모든 초·중학교로, 1인 1악기 예술교육은 26년까지 모든 초․중․고등학교로 전면 확대하고, 지역 명인·명장, 예술인과 함께하는 문화예술교육도 추진하겠습니다.

놀이교육과 미디어를 통한 인성교육, 지역 향교 연계 효·예절교육 등 체험 중심의 다양한 인성교육 프로그램도 함께 운영하겠습니다.

둘째, 학생들의 결대로 성장을 돕기 위해 더 다양하고 촘촘한 지원체계를 갖추겠습니다.

올해 5월, 북부 결대로진로센터를 개소했고, 내년에 추가로 4개 권역 센터를 개소합니다. 사이버진로교육원과 함께 진로·진학·직업 교육을 종합적으로 지원하겠습니다.

1천 명의 진로·직업멘토단은 3천 명으로 확대하며,

공부습관, 명확한 대입전략, 정교한 수능준비, 대학별고사 준비 4가지 공·명·정·대 전략을 중심으로 학생들의 대입을 돕겠습니다.

사회는 학벌과 스펙이 아닌, 전문 기술과 역량을 요구하고 있습니다.

그럼에도 일부 사회적 편견으로 많은 학생들이 어려움을 겪고 있습니다.

이에 인천시교육청은 고졸 취업 안전망 10년 보장제 1호 교육청임을 선언하고, 기술을 가진 인재가 존중받는 사회 만들기에 앞장서며, 미래첨단농업학교와 같이 다양한 직업교육프로그램을 운영하겠습니다.

또한, 영종지역 물류 관세 분야 협약형 특성화고 지정을 추진하고, 세계시민교육, 외국어 교육을 강화한 특색있는 교육과정을 준비하겠습니다.

지식을 전달하는 교육이 아닌, 생각을 꺼내는 교육, 경쟁하는 교육이 아닌, 함께하는 교육이 필요한 시대입니다.

2025년 3월, 결마루미래학교가 개교합니다. 

현 해밀학교를 개편한 인천 최초 공립 미래형 대안학교로 입시 위주 교육에서 벗어나 미래형 교육과정을 통해 주도적인 삶을 설계하며 건강한 세계시민으로 살아가도록 교육하는 학교입니다. 

또한 인천시교육청은 읽걷쓰 교육과 논·서술형 평가를 연계해 교육과정·수업·평가의혁신을 이루고, 인천만의 미래형 교육과정 을 만들겠습니다.

27년까지 IB 인증학교가 나올 수 있도록 하고, 결대로자람학교 중심으로 읽걷쓰 기반의 미래형 교육과정을 운영하겠습니다.

미래사회를 선도할 디지털 인재 양성을 위해서도 과감히 투자하겠습니다. 

인천시교육청교육과학정보원을 AI융합교육원으로 확대 개편하고, 세 개 권역에 걸쳐 AI융합교육센터를 설치하여 AI융합교육을 강화하겠습니다. 

또한 1교 1디지털 튜터를 지원하고, 초 3학년 디지털 기기 보급으로 2025년 디지털교과서 도입을 선제적으로 준비하겠습니다.

학생들이 지속 가능한 지구시민으로 살아갈 수 있도록 하는 것은 우리가 당면한 가장 중요한 과제입니다.

우리 교육청이 올해 초 선언한 ESG 경영도 본격 추진합니다.

올해 ESG 경영 지표를 개발하고, 25년 ESG경영보고서를 공시하겠습니다.

또한 내년 짐바브웨에서 열리는 제15차 람사르총회에 참석해 섬과 바다로 가는 바다학교, 습지교육 국제교류 등 인천 생태전환교육의 우수사례를 세계로 알리겠습니다.

셋째, 교육공동체 모두가 안심할 수 있는 학교, 서로 존중하고 배려하는 학교를 만들겠습니다.

학생의 몸과 마음 건강을 통합 지원하는 시스템을 구축하겠습니다.

ADHD 학생 진단비와 치료비 등 학생 치료 지원과 약물 오남용 예방교육, 학생 몸, 마음 건강 증진 프로그램을 확대하겠습니다.

또한, 지역사회 건강유관기관 협력체제 구축과 자문의사 시스템도 개편하여, 학생 몸마음건강 통합지원 시스템을 한층 더 체계적으로 바꾸고 사용자 편의성도 높이겠습니다.

우리 교육청은 교권과 학습권이 보장되는 학교를 위해 올해 1월, 교육감 직속으로 <교육활동보호담당관>을 신설하고 법률-상담-의료 분야의 원스톱 지원을 시작했습니다.

그럼에도 아직 해결해야 할 과제들이 남아 있습니다.

「아동복지법」, 「아동학대처벌법」, 「학교안전사고 예방 및 보상에 관한 법률」 에 아동학대 개념의 모호성, 현장체험학습 책임문제에 관한 보완 입법을 지속 제안하고, 법률 비용, 피해 교원 치료비 지원 등도 확대하겠습니다.

교육가족들이 안심할 수 있는 교육여건과 근무여건도 조성해 나가겠습니다.

올해 1월 학교지원단 단장 직급을 3급 상향 조정하며, 그 기능을 점차 확대해 가고 있습니다. 

특히, 갈등유발 소지 업무와 교무학사 업무를 지속적으로 학교에서 학교지원단으로 이관하겠습니다

급식실 환기로 인해 어려움을 겪고 있는 교육가족들을 위해 인천형 급식실 환기개선 로드맵을 즉시 수립하여 추진하겠습니다.

지역 간, 학교 간 교육격차해소를 위해서도 최선을 다하겠습니다.

신도심 학교 적기개교와 과밀학급 해소, 그리고 원도심 학교 교육환경개선과 특색있는 교육과정운영을 위한 맞춤형 예산지원도 학교현장과 소통하며 적극 지원하겠습니다.

도서 지역 학생들이 지역 여건으로 학습의 어려움을 겪지 않도록 교육여건을 대폭 개선해 가겠습니다. 

강화 학생들이 생존수영이 가능하도록 수영장을 포함한 학교복합시설을 건립하고, 캠퍼스형 작은 학교 클러스터, AI융합거점학교, 기숙형 자율형공립고등학교 등으로 구성된 강화교육발전특구 사업도 반드시 성공시키겠습니다.

옹진군과 강화를 중심으로 한 가족체류형 농촌유학 프로그램을 운영합니다. 

24년 단기형, 25년 장기형, 26년 전국화를 추진하고 동시에, 도서지역 만의 특색있는 교육과정을 운영하도록 지원을 강화하겠습니다.

유아 무상교육 확대를 위한 정책연구를 시작하고, 유아 특수학교와 서구(검단구) 관내 특수학교 설립을 추진해 유아·특수 교육에서도 빈틈이 없도록 하겠습니다.

올해 하반기에 늘봄학교가 초등학교와 특수학교 274교에 전면 시행됩니다. 

학부모 안심할 수 있는 돌봄 여건 조성을 위해 5개 교육지원청별 방과후돌봄팀과 늘봄지원센터를 설치하고, 늘봄행정실무사를 1교당 1명씩 배치하겠습니다. 

양질의 늘봄 프로그램을 위해서는 지역대학과 연계하고, 읽걷쓰 기반 맞춤형 프로그램을 제공하겠습니다.
