(브레이크뉴스인천 박상도 기자) 인천시의회 산업경제위원회가 25일  최근 불거진 인하대학교 송도캠퍼스 부지 논란과 관련해 올해 안에 협의를 마치고 사업을 정상화할 것을 이해당사자인 인하대학교와 인천경제자유구역청에 촉구했다고 밝혔다. 

인천시의회에 따르면,  산업경제위원회 소속 김대중(국·미추홀2) 의원과 박창호(국·비례) 의원은 지난 22일 시의회 별관 4층 세미나실에서 인천경제청 및 인하대 관계자들로부터 사업 진행 상황 및 기관별 의견을 청취하는 시간을 가졌다.

이날 참석자들에 따르면 인하대 송도캠퍼스 조성을 위해 인하대와 인천경제청 간 송도동 일대 지식기반서비스용지 개발 논의가 진행됐으나 협약서 및 토지매매 계약서와 관련해 양측 입장이 평행선을 달리고 있으며, 심할 경우 법적 분쟁으로까지 이어질 수 있다고 설명했다.

현재 인하대는 과거 협약을 성실히 이행했다고 주장하는 반면, 인천경제청은 인하대가 협의에 소극적인 태도를 보여 그간의 절차를 재확인할 필요가 있다며 서로 팽팽히 맞서는 상황이다.

인하대 관계자는 “최근 언론보도를 통해서 2017년 당시 인하대가 정해진 기한 내 지식기반서비스용지 매매계약을 체결하지 않아 해당부지에 대한 인하대측의 권리가 부인된다는 취지의 기사가 인천경제청 내부 관계자 발언 인용 형식으로 게재됐다”며 문제를 제기했다.

이어 “지식기반서비스용지에 대한 인하대의 권리를 인정한다는 취지의 인천경제청 공문 내용과는 달리, 최근 언론에서 밝힌 입장은 인하대에 지식기반서비스용지 제공이 불가하다는 것으로 보여 당황스럽다”고 말했다.

또, 계약대로 이행하지 않았다고 주장하는 인천경제청의 주장에 대해 인하대 측은 “지식기반서비스용지라는 토지에 대한 주체가 명확하지 않았고, 추가적으로 협의를 요청하는 공문을 계속 보냈으나 인천경제청에서 검토 중이라는 이유로 협의하지 않았다”고 주장했다. 

이에 대해 인천경제청 김종환 본부장은 “인천경제청은 인하대에 해당 토지를 계약 기한 내 매입할 것을 총 5차례 요청했으나 학교 측에서 매입 의사를 밝히지 않았고, 현재까지 계약이 체결되지 않았다”고 반박했다.

그는 또 “당시 본 계약은 캠퍼스 부지에 대한 계약으로 지식기반서비스 용지에 대한 계약은 새로 체결해야 한다”며 “내부 결재를 비롯한 모든 절차를 새로 진행해야 하는 상황에서 학교측의 의견을 요청했으나 기일을 맞추지 않았다”고 덧붙였다. 

아울러 인하대 측은 당시 협약에 ‘쟁점이 있는 경우 협의해서 처리한다’는 내용을 근거로 계약이 파기된 것이 아닌 지연된 것임을 강조했다.

예전에 합의된 부분까지 모두 재검토를 거쳐야 한다는 인천경제청의 방침을 이해할 수 없다는 입장이다.

또 내년에 토지 잔금을 납부해야 하는 상황에서 학교의 귀책 사유가 없음에도 인천경제청의 절차 문제로 계약이 지연된다면 5만8천 평에 달하는 부지의 세금을 비롯해 막대한 손실이 발생할 수 있다고 설명했다.

이에 인천경제청 측은 “절차를 다시 밟게 되면 최소 몇 달이 소요되지만, 이를 생략할 수 없는 점을 이해해 달라”면서도 ”최근 해당 문제와 관련해 법률자문을 요청했고, 자문 결과에 따라 수용할 부분은 수용하면서 최대한 긍정적으로 해결하겠다”고 입장을 전했다.

이번 사태에 대해 김대중 의원은 “인천경제청도 인하대도 서로 귀책 사유가 있다”고 지적한 후 “소통의 문제인 만큼 인천경제청과 인하대가 소통 창구를 일원화해 올해 안에 문제를 해결하길 바란다”고 당부했다.

이어 “양측의 입장은 이해하지만 이대로는 상황이 심각해지기만 할 것”이라며 “서로 적극적으로 소통하면서 계약 내용상 수정할 부분이 있다면 서로 오해의 소지가 없도록 협의를 통해 풀어나가길 바란다”고 말했다.

박창호 의원 또한 “해당 부지로 인한 갈등이 지속될 경우 양측의 피해는 물론 인천시와 시민들의 피해로 이어질 수 있다”며 빠른 문제 해결을 촉구했다.
