저소득주민과 복지시설 난방비 지원 규모는 당초 122억 원으로 발표했으나, 지원대상을 재산정한 결과 133억 원으로 늘었지만, 인천시는 차상위계층에는 난방비가 지원되지 않아 잠재적 빈곤층에 대한 추가 지원 필요성이 제기됨에 따라 재해구호기금을 활용해 전체 차상위계층에게도 난방비를 지원하기로 했다.

이번 지원은 정부의 차상위계층 에너지바우처 지원과는 별도로 인천시가 자체적으로 지원하는 것으로 취약계층 지원 재정규모는 총 173억 원이 된다.
