(브레이크뉴스인천 박상도 기자) 인천시의회 문화복지위원회가 1일 최근 열린 ‘제284회 임시회 제2차 본회의’에서 유경희(민·부평2) 의원이 대표 발의한 ‘인천광역시 청년 예술인 육성 및 지원 조례안’이 통과됐다고 밝혔다.

 
인천시의회에 따르면, 유경희 의원은 “인천지역 청년 예술인들의 활동을 지원하기 위한 정책과 제도적 기반이 미흡한 상황”이라며 “기성예술인에 비해 경력이나 활동 기반이 취약한 청년 예술인들이 지원사업에서 소외되지 않고 문화예술 활동에 전념할 수 있도록 제도적 기반 마련이 필요하다”고 조례안 발의 배경을 설명했다.

실제로 인천의 청년 예술인은 지난해 10월 기준 3천732명으로, 인천 총 예술인 6천677명의 55.9%로 다른 연령층 대비 높은 비율을 차지한다.

 
하지만, 인천 예술인 실태조사 결과에 따르면 인천 청년 예술인은 인천시의 예술인 지원사업에 대한 인지도가 낮고, 지원사업 참여 경험이 적으며 전반적인 인천시 예술정책에 대한 만족도도 낮은 것으로 나타났다.

본회의를 통과한 이 조례안은 기본계획의 수립, 지원사업, 청년예술진흥위원회 설치 및 운영 등 청년 예술인 육성 및 지원 등을 위해 필요한 사항을 규정했다.

또한, 인천시의회가 1일 문화복지위원회 김종득(민·계양2) 위원장이 대표 발의한 ‘인천광역시 주차장 설치 및 관리 조례 일부개정조례안’이 최근 열린‘제284회 임시회 제2차 본회의’에서 통과됐다고 밝혔다.

 
인천시의회에 따르면, 이번 조례안은 공영주차장 주차요금의 다자녀가정 감면 적용에 나타난 일부 미비점을 개선·보완하기 위한 것이다,

기존 조례에서는 공영주차장 감면 대상인  아이모아카드 소유자와 증명서류를 지참하는 다자녀가정의 기준이 서로 다르게 규정돼 있어 현장에서 혼란이 발생하기도 했다.
