인천시의회에 따르면, 수도권을 질서 있게 정비하고 균형 있게 발전시키는 것을 목적으로 지난 1983년 제정된 ‘수도권정비계획법’에는 수도권의 범위를 서울특별시·인천광역시·경기도 전체 지역으로 규정하고 있다.

 
하지만 이 법은 인구의 지속적인 감소로 낙후화가 진행되고 있는 강화·옹진군에 불합리한 규제로 작용해 왔고, 어느 지역보다도 대한민국 안보의 최전선에서 희생해온 강화·옹진군이 균형발전의 역차별을 받고 있다는 것이 인천시의회의 입장이다.
