(브레이크뉴스인천 박상도 기자) 부평구지속가능발전협의회 정상화를 바라는 모임(대표 이장열, 이하 정상화모임)이 부평구지속가능발전협의회(공동대표 차준택 부평구청장, 이하 부평지속협)가 집행부의 파행 운영으로 존립 자체를 흔들고 있다며 부평지속협 위원들이 정상화를 요구하고 나섰다.  
 

부평구지속가능발전협의회 정상화 모임에 따르면, 현 부평지속협 집행부가 부평구 조례와 운영규정을 무시한 채 독단적으로 운영해 왔다면서 부평지속협의 정상화를 위해서는 현 집행부가 법적 책임을 지고 사퇴해야 한다고 요구했다.

운영은 최근 25일 열린 부평지속협 임시운영위원회가 임시총회 개최를 결정하는 과정에서 거듭 불거졌다.

임시총회 개최는 7일 이전에 회의 안건, 일시 및 장소를 서면 또는 전자문서로 통지해야 함(운영규정 제7조 제1항)에도 불구하고, 임시총회를 이틀 뒤인 1월 27일 오후 5시에 개최한다고 의결하는 등 조례와 운영규정을 심각히 위반했다.

아울러, 임시운영위원회는 운영위원장이 회의를 주재해야 하는데 규정에도 없는 위임을 통해 일반 위원이 회의를 주재하고 의결까지 한 것도 또한 명백한 규정을 위반했다는 것이다.

정상화모임에 따르면 "부평지속협 현 집행부는 현재 5개 분과를 3개 분과로 축소하려는 과정에서 무리수를 쓰고 있다"는 지적이다.

운영조례에 따르면 3개 분과로 줄어들면 30여 명 주민이 부평지속협 사업에 참여할 수 없게 되어, 주민참여 폭을 확대한다는 지속협의 존립 근간을 심각하게 훼손한다고 성토했다.
  

정상화모임은 규정까지 어겨가며 임시총회 개최를 의결한 것은 절차적 하자가 중대·명백하여 무효 사유라며 시정을 요구하는 전자민원을 부평구에 제출했다.

전자민원에는 “운영조례 제1조 및 운영규정 제1조에 따르면, 구민의 삶의 질 향상을 위해 민·관·기업 간 파트너십에 의한 운영을 원칙으로 하고 있어 이에 따라 민간위원의 수 등은 지속가능발전협의회의 본질적인 사항이다.

위원의 수 변경을 위해서는 운영조례 제9조 제3항 제2호에 따라 사전심의를 적법하게 거쳐야 한다.

사전심의는 운영위원장이 출석 및 주재하여 진행해야 하고(제12조 제3항), 이를 지키지 않으면 그 절차적 하자가 중대·명백하다”는 내용을 담았다.

이에 부평지속협 문화와복지분과위원회 이름으로 파행을 거듭하고 있는 협의회 현 집행부가 전원 물러나야 하는 이유를 담은 의견서를 부평지속협 공동대표인 부평구청장에게 보냈고, 청장과의 면담을 요청했다.

정상화모임은 부평지속협 현 집행부가 시정 요구에 응하지 않으면 법적 소송도 불사하여 반드시 정상화하겠다고 밝혔다.
