(브레이크뉴스인천 박상도 기자) 전국시도교육감협의회(회장 조희연, 이하 협의회)가 지난 18일 부산시 APEC 하우스에서 제88회 총회를 개최해  ‘급식종사자 폐암 예방을 위한 제도 마련’ 등 5개의 안건을 심의・의결하고, 교육감 선거제도 개편과 지방교육재정교부금법 일부개정법률안에 대한 공동 대응 방안을 논의했다고 밝혔다.

교육감협의회에 따르면, 이날 총회에서 지방교육재정교부금법 일부개정법률안 공동 대응 방안 논의와  심의.안건 결정을 했다. 

이번 총회에서 논의된 안건과 심의에 대한 의결된 사항은 다음과 같다.

○ 급식종사자 폐암 예방을 위한 제도 마련 요구 및 교육부 중앙투자 심사 제도 개선 방안 협의

◇ 급식종사자 폐암 예방을 위한 대책 마련

급식종사자의 폐암 건강검진 실시 대상 기준과 급식실 환기시설 개선 방향이 교육청마다 달라 표준 가이드라인 제정이 필요하고, 학교 급식종사자 폐암 건강검진 중간결과 20% 이상‘이상소견’이라는 언론보도 이후 급식종사자들 사이에서 조리 업무에 대한 불안이 확산되면서 즉각적인 후속 조치와 대책 마련이 시급해 이번 총회에서 급식종사자 폐암 예방을 위한 건강검진 제도화, 조리 환경에 적합한 작업환경 관리기준 수립 등 과제를 수행하기 위하여 중앙부처와 시도교육청 등 관계기관이 참여한‘급식종사자 폐암 예방 공동 TF’를 구성·운영하여 예방 대책을 마련할 것을 심의·결정했다.

중대재해처벌법,공공 건설공사 공사기간 산정기준시행에 따라 공사기간이 늘어나고 학교공간혁신 및 미래지향적 학습환경 구축에 따른 총사업비가 증가하면서 중앙투자심사 승인지연에 따른 개교 시기가 늦춰짐에따라 과밀학급, 원거리 통학, 학부모 민원 등 사회적 비용이 발생함에 따라 현행 교육부 중앙투자심사 승인 대상을 300억에서 400억으로 확대하는 안을 심의했다.

협의회는 일괄적으로 중앙투자 심사대상 범위를 축소하고 자체투자 심사대상을 확대하는 것보다는 지역적 특성을 고려하여 효율적이면서 유연한 중앙투자 심사제도가 운영될 수 있도록 관련 교육청을 중심으로 교육부와 충분한 협의를 통해 제도 개선을 모색하기로 했다.

○ 초등학교 기초학력 전담교사 증원 및 교원능력개발평가 제도 개선
