(브레이크뉴스인천 박상도 기자) 전국시도교육감협의회(회장 조희연, 이하 협의회)가 제85회 총회를 지난 11일  충남 부여 롯데리조트에서 개최했다.

이번 총회는 제8회 전국동시지방선거에서 새로 당선된 전국 시도교육감이 함께 모여 제9대 전국시도교육감협의회를 출범하여 갖는 첫 총회라는 점에서 의미가 크다.

주요 내용으로 3가지 안건에 대하여 심의・의결했다.
 

제9대 전국시도교육감협의회 임원진을 구성했다.

협의회장 서울 조희연교육감, 협의회 부회장 : 충남 김지철교육감, 경북 임종식교육감, 전북 서거석교육감, 감사 : 제주 김광수교육감
 

전국시도교육감협의회 사무국 직제규정을 개정했다.
   

제9대 전국시도교육감협의회 집행부의 역할을 체계적이고 효율적으로 수행하기 위해 사무국 정원을 20명에서 25명으로 조정했다.
 

교육공무직원 노조와의 단체교섭 방법을 집단교섭으로 하고 집단교섭 대표는 대구교육감으로 결정했다.

현안 토론으로 지난 7일 국가지방재정전략회의에서 발표한 「지방교육재정교부금 제도 개편」추진과 관련해 학생들의 질 높은 교육여건을 마련하기 위한 지방교육재정교부금은 현행대로 유지할 것을 강력히 요청하고, 다시 한번 반대 입장을 분명히 했다.
 

한편, 협의회에서 21년부터 추진한 2단계「교육과정 현장 네트워크」운영 성과와 관련해 시도별 교과네트워크 및 기획단 구성, 교육과정의 이해도 제고를 위한 이해 세미나 개최와 시도별 교과 네트워크 집중토론을 통해 시도교육과정에 적합한 2022 개정 교육과정 각론을 실체화하여, 지난 6월 교과별 각론 제안서를 교육부에 제안하는 성과를 이뤘다.

끝으로 새 정부는 교육 분야 국정지표인‘창의적 교육으로 미래인재 육성’과 기초학력 향상을 위한 맞춤형 개별화 교육을 표방하면서도 학령인구 감소를 이유로 교원 정원을 감축하려는 시도에 대해 전국시도교육감협의회는 깊은 우려를 표하며「교원 정원 감축 중단을 촉구하는 특별결의문」을 채택했다.

첫째, 미래교육 수요를 반영하여 교원 정원을 확대할 것
   

둘째, 교원 수급 정책 수립을 위한 사회적 협의 기구를 구성할 것
   

셋째, 지역별 교육여건과 급변하는 교육환경에 대응하기 위한 중장기 교원 수급 계획을 마련할 것

총회에 이어 제60대 부총리 겸 교육부장관으로 취임한 박순애교육부장관과 전국 17개 시・도교육감들 간 간담회를 통해 첫 상견례와 교육현안에 대해 논의하는 시간을 가졌다.

전국시도교육감협의회장 서울특별시 조희연교육감은 인사말을 통해 “교육은 보수와 진보를 횡단하는 국가적 과제로 우리 사회에 당면한 여러 가지가 복합된 변화와 위기 상황에서 공교육이 교육 현장에 최대치로 가닿도록 교육감들과 긴밀하게 협력하고, 이를 뒷받침하기 위해 제9대 전국시도교육감협의회를 조화롭게 운영하고 역할을 강화하겠다”는 포부를 밝혔다.

한편,  다음 제86회 총회는 9월 22일에 전라북도교육청 주관으로 개최될 예정이다.
