(브레이크뉴스인천 박상도 기자) 제8회 전국동시지방선거가 20일 앞으로 다가온 가운데, 제8대 인천광역시 서구의회 의원들의 연평균 조례 발의 건수가 인천지역 기초의회 중 가장 높은 것으로 나타났다.
  

경제정의실천시민연합(이하 경실련)은 ‘빅힐 애널리틱스(Big Hill Analytics)’와 함께 전국 기초의회의 조례안 발의 현황을 분석하여, 지난 9일 홈페이지 보도자료 란에 분석 결과를 게재했다.
  

이 결과에 따르면, 2018년 7월 1일부터 2022년 1월 31일까지의 전국 기초의회의 연평균 조례 발의 건수는 2.05건이며, 인천지역 기초의회는 2.09건으로 조사됐다.

이중 인천 서구의회는 연평균 발의 건수 3.35건으로 전국 226개 기초의회 중 34위를 차지했으며, 이는 인천지역 기초의회 중 가장 높은 수치이다.

서구의회에서 최다 대표 발의한 정진식 의원의 입법 실적은 제·개정 총 38건으로 전국 기초의원 2,981명 중 15위를 차지했다.

한편, 전체 의원 중 약 4분의 1에 해당하는 723명은 연평균 조례 발의 건수가 1건 미만으로 확인됐다. 특히 임기 중 단 한 건의 조례도 발의하지 않은 의원이 무려 6.2%인 184명에 달했다.
  

이에 경실련은 “기초의회 조례 입법 현황 분석 결과 광역의회 의원의 조례 입법 현황 분석 결과보다 더 심각한 것으로 드러났다”면서, “정당이 강화된 기준을 적용해 불성실하게 의정 활동을 한 의원을 공천에서 배제해야 한다”고 강조했다.
