(브레이크뉴스인천 박상도 기자) 국립인천대학교 중국‧화교문화연구소(소장 장정아)가 오는 22일 한ㆍ중, 한ㆍ베 수교 30주년 비대면 국제학술회의 ‘이주와 이민으로 살펴보는 30년의 교류’를 개최한다.
 

올해는 한·중, 한·베 수교 30주년이 되는 해이다.

한국은 1992년 8월과 12월 사회주의 국가인 중국, 베트남과 각각 역사적인 수교를 했다.

지난 30년간 한·중, 한·베 관계는 모든 영역에서 ‘격변’의 양상을 보였다.

특히, 경제 분야의 교류가 돋보인다.

중국은 한국의 최대 무역상대국으로, 베트남은 제4의 무역상대국으로 부상했다.

양국 간 경제 관계의 심화는 양국 간 이주를 촉진했으며, 상대국에 자국민의 이민 사회를 각각 형성하게 됐다.

한국인은 중국에 약 30만명, 베트남에 약 20만명이 장기거주하고 있다.

국내 중국 국적자는 약 83만명, 베트남인은 약 20만명이 각각 장기거주하고 있어, 한국 장기 거주 외국인의 6할을 차지하고 있다.

각 이민 사회가 거주지 사회와 활발한 교류를 하면서 상호 협력하는 긍정적인 모습도 보이지만, 상호 이해 부족에서 발생하는 문제도 적지 않다.

이에 연구소는 한ㆍ중, 한ㆍ베 수교 30년을 맞이하여 양국 간 30년의 교류의 역사를 이주와 이민의 관점에서 상호비교검토하여 정리하는 장을 마련하게 됐다.
 

이번 학술회의를 총괄 기획한 이정희 인천대 중국학술원 교수에 따르면, 국내에서 한중수교 30주년 관련 많은 학술회의가 예정되어 있지만, 한ㆍ중, 한ㆍ베 수교 30주년을 동시에 기념하며 중국과 베트남 두 나라와 한국 간 교류의 역사를 총체적으로 토론하는 학술회의는 국내외에 유일하다는 점에서 큰 의미를 가진다고 한다.

특히, 이번 학술회의는 세계적인 베트남 현대사 연구자인 후루타 모토오 베트남 일월대학(일본-베트남대학) 총장과 유럽 화교 연구의 권위자이자 세계해외화인연구학회(ISSCO)의 리밍환 회장이 참여하여 눈길을 끌며, 국내외 전문가 20여 명이 발표자와 토론자로 참가한다.
 

회의는 모두 2개의 세션으로 나눠 활발한 논의가 진행될 예정이다.

한ㆍ중세션은 리밍환 세계해외화인연구학회(ISSCO) 회장이 유럽 화교ㆍ화인 100년의 역사를 조망하면서, 1990년대 이후 중국 대륙에서 유럽으로 이주한 ‘신이민’의 급증으로 신화교 중심의 활발한 사회경제 활동을 펼치고 있는 실태에 대해 기조 강연을 한다.
 

이정희 인천대 중국학술원 교수는 한ㆍ중 수교 이후 한반도 화교 사회에 어떠한 변화가 일어났는지 검토하고, 한국의 화교 사회는 기존의 노화교 중심 사회에서 수교 후 대량으로 이주한 조선족과 한족 신화교 중심의 사회로 바뀌었다고 진단한다.

박우 한성대 교수는 조선족 신화교를 ‘재한중국동포’사회의 관점에서 지난 30년간의 변화를 분석함으로써, 이정희 교수와 서로 다른 각도에서 재한조선족 사회를 조망한다.
 

한ㆍ베 세션은 후루타 모토오 일월대학 총장이 왜 지금도 베트남에서 호찌민이 존경받고 있는지, 호찌민 사상이 왜 나오게 되었는지 그 배경에 대해 심도 깊은 기조 강연을 한다.

채수홍 서울대 인류학과 교수는 베트남으로 이주한 한인사회를 20년 넘게 가까이서 관찰한 결과를 소개한다.

응우옌 티 탐 베트남사회과학원 한국센터장은 베트남인의 한국 이민 30년은 양적으로 큰 발전을 했지만, 한국사회의 베트남인 이민에 대한 이해증진과 한국정부의 이민정책의 보완이 필요하다고 주장한다.

조진석 나와우리 대표는 한국정부의 대 베트남 공적개발원조(ODA)가 구체적인 철학하에서 체계적으로 이뤄지지 못해 베트남 측에서 불만을 가지고 있다고 지적한다.

가츠라 료타로 일월대학 객원교수는 베트남과 일본 간의 정부 및 민간협력의 상징적 존재로 일본의 총리가 베트남을 방문할 때 꼭 찾아가는 하노이 소재 일월대학(일본-베트남대학)의 설립 과정과 이념에 대해 소개한다.

토론자로 나선 신승복 베트남 다이남대학교 초빙교수는 일월대학은 지속적인 재원 조달의 과제가 있지만, 베트남의 국립대학으로 인정받고 있으며 인지도를 점차 높여가고 있다면서 한국도 ‘한‧베대학’을 설립하여 베트남 공적개발원조를 이곳에 집중할 필요가 있다고 주장한다.

The meeting will be divided into two sessions for active discussion.

The Korea-China session was held by Li Ming-hwan, President of the International Society of Overseas Chinese Studies (ISSCO), looking at the 100-year history of overseas Chinese and Chinese in Europe. A keynote lecture will be given on the actual conditions of social and economic activities.

Soo-Hong Chae, a professor of anthropology at Seoul National University, introduces the results of closely observing the Korean community who immigrated to Vietnam for over 20 years.

Nguyen Thi Tam, director of the Korean Center at the Vietnam Academy of Social Sciences, argues that 30 years of Vietnamese immigration to Korea has made great progress in quantity, but it is necessary to improve Korean society's understanding of Vietnamese immigration and to supplement the Korean government's immigration policy.

Jo Jin-seok, CEO of Nawawoori, points out that the Vietnamese side is dissatisfied with the Korean government's official development assistance (ODA) to Vietnam because it has not been systematically implemented under a specific philosophy.
