(브레이크뉴스인천 박상도 기자) 전국시도교육감협의회(회장 최교진, 이하 협의회)가 지난 20일 정부세종컨벤션센터에서 제82회 총회를 개최하고, ‘교육현안별 교육감 책임 중심 소위원회 운영 결과’에 대해 ‘교육의제 토의’를 실시했다.
 

협의회는 교육감 책임 중심 소위원회를 주관하는 7개 주관교육청 담당자의 발표를 들은 후, ‘’교육현안별 교육감 책임 중심 소위원회 운영 결과’에 대해 ‘교육의제 토의’를 실시했다.

협의회는 교육 공동 현안에 효율적으로 대응하기 위해 전국교육청이 연구결과를 공유하고, 2018년부터 전문가 그룹을 구성ㆍ운영하여 실효성 있는 대안을 마련하고자 노력해 왔다.

참석한 교육감들은 ‘지역순환경제 중심의 생태전환교육 실행 방안’, ‘민관거버넌스형 남북교육교류사업방향 모색’, ‘AI 교육의 방향 연구’는 교육 모델을 전국 교육청이 공유하고 차기 총회 안건으로 상정하여 추가 논의를 하기로 했다.

또한, ‘통합운영학교 교육과정 운영 연구’, ‘교육 권한배분을 통한 학교자치 모델 구축’은 의원발의 및 학교자율성신장방안 마련을 위한 T/F팀을 구성하여 운영하기로 했으며, ‘기후위기시대 대처하는 학교시설 설계 방안’과 ‘고교학점제 도입을 위한 192학점 기반 교육과정 유연화 방안’은 관련 정책 수립을 교육부에 요구하기로 했다.
 

협의회는 학교폭력 신고센터의 효율적 운영을 위해 중앙단위 신고센터를 경찰청 본청에 설치하고 지역별 ‘117 학교폭력 신고센터’ 통합 운영할 수 있도록 ‘학교 폭력예방 및 대책에 관한 법률 및 시행령’과 ‘117 학교폭력 신고센터 운영지침’ 개정을 요구하기로 했다.
 

또한, 한국근현대사 관련 계기교육과 민주시민교육 연수 프로그램 정보와 우수사례를 타시도와 공유하는 민주시민교육 협력 프로그램 추진을 위한 ‘민주시민교육 시도교육청 협의체’를 구성하여 운영하기로 했다.

또한, 협의회는 자치단체장(교육감)이 임기만료나 사임 등으로 해당연도 중간에 퇴임하는 경우에도 행정공백을 최소화하기위해 교육감 소속 지방공무원 5급 승진예정인원을 연도별 결원 기준으로 산정할 수 있도록  ‘지방공무원 임용령’에 ‘교육부장관 별도 규정’ 마련을 요구하기로 했다.
 

또한, 협의회는 우리나라의 미래를 책임질 학생들의 올곧은 성장을 위한 ‘지방교육재정 안정화 특별입장문’을 채택했다.

협의회는 입장문을 통해 유초중등 교육예산을 줄여야 한다는 일부 주장에 우려를 표하고, 지방교육재정교부금에 대한 논의는 유초중고 교육을 책임지고 있는 전국의 시도교육감들과 협의를 통해 진행되어야 한다고 했다.

또한, 지방교육재정교부금은 학생수가 아닌 늘어난 학급수와 학교수 그리고 학생의 학습권 보장과 미래교육을 위한 교육환경조성 등을 종합적으로 고려하면 오히려 늘려야 한다고 했다.
 
최교진 협의회 회장은 “급변하는 사회 속에서 발생하는 다양한 교육 문제들에 대해 우리 아이들의 안전과 행복한 성장을 최우선으로 두고 선제적이고 적극적으로 대응해 나갈 것”이라고하며, “미래교육과 교육자치를 향한 새로운 시대에 안정적인 유초중등 교육재정을 확보하여 대한민국의 미래를 대비해야 한다”고 말했다.

한편, 다음 총회는 2022년 3월 31일 강원도교육청에서 열릴 예정이다.
