(브레이크뉴스인천 박상도 기자) 인천본부세관이 고가 가구나 그림 등을 수입하면서 면세대상의 예술품으로 신고했다가 세관에 예술품 관련 품목분류 기준에 따라 재분류되어 과세처리되는 경우가 있어, 이에 대한 사전 숙지가 요구된다고 밝혔다.

   
예술가에 의한 작품일지라도 기계적인 방법이 사용되었거나 상업적으로 대량 생산된 경우 또는 실용적 기능 등이 있는 경우라면, 관세(8% 또는 0%) 및 부가가치세(10%)가 부과됨에 유의해야 한다.

 
특히, 고급 가구, 조명기구, 시계 등에는 개별소비세(20%)까지 추가로 부과되며, 설령 세관에 의해 예술품으로 인정받았더라도, 실용성 등이 있으면 개별소비세 부과대상이 된다.

 
주로 많이 수입되는 판화의 경우 그 제작 과정에 기계적 방법이나 사진제판법 등이 사용되어서는 안되며, 조각상의 경우엔 상업적 장식용 조각과 통상 12개를 초과하는 대량생산 복제품 등은 제외된다.

 
예술품으로 인정받지 않는 물품은 인쇄화나 가구, 조명기구, 시계 등 일반 물품으로 재분류되어 관세 및 부가세 등의 부과대상이 된다.

인천세관 특송통관국장 김태영은 “예술품 여부에 의문이 있는 경우 신고전 관세청 전자통관시스템을 통해 ‘품목분류 사전심사’ 절차(UNIPASS –전자신고 –신고서작성 -품목분류)를 활용하면 정확한 품목분류를 사전에 확인할 수 있다”고 밝혔다.
