인천시, 한강하구 환경기초조사 결과 발표

인천시는 “한강 상류지역의 인구, 경제규모 증가 등으로 인한 일반오염물질, 특정유해성 물질에 의한 한강하구의 수생태계오염이 증가하는 실정이며, 본 조사는 한강하구의 수생태 환경 실태와 수질 상태를 정확히 파악함으로 관련 정책 수립의 바탕이 될 자료를 모으는 것이 목적이다”고 설명했다.

 
작년 5월부터 8월까지 진행된 조사사업은 미세플라스틱, 합성머스크 등 18개 항목에 대하여, 총 5회에 걸쳐 한강하류 3개 지점·강화 인근 해역 3개 지점·인천연안 4개 지점 및 덕적도 1개 지점을 조사했다.

 
미세플라스틱 조사 결과, 연평균 풍부도는 한강하류 2.15±0.54개㎥, 강화인근 6.12±0.96개/㎥, 인천연안 2.11±0.6개/㎥ 및 덕적도 1.71개/㎥로 측정되어, 육상의 배수구역으로부터 거리가 멀어질수록 그 풍부도는 동일하게 감소하는 경향을 보였다.

 
특히, 8월 초의 집중강우 시에는 한강하류 지역의 미세플라스틱 검출량이 급증(강우 전 대비 약 4.5~20%)하는 것으로 조사됐다.

한강하구는 국내 유일의 열린 하구로 자연환경 보전에 대한 요구와 한강하구 이용계획이 공존하는 곳이다. 지속가능한 보전·관리를 위하여 정부의 통합 물관리 정책과 연계한 상·하류가 협력하는 관리 대책이 절실하게 필요한 지역이다.


이에 인천시는 지난해 중앙부처(환경부, 해양수산부, 인천해양수산청 등), 지자체(서울, 경기, 인천) 및 학계 등 39개 기관과 단체가 참여한 한강하구 통합관리 협의회를 구성했다.


협의회를 통해 하구법, 조례 등 법적 근거를 마련해 나가고 한강하구 관련 공동사업 발굴을 통해 실질적인 사업으로 연결할 계획이다.
