(브레이크뉴스인천 박상도 기자) 계양구가 8일, 국토교통부 주관 ‘AI 기반 통합인허가 사전진단 서비스’ 1차 실증 시범운영 지자체에 수도권에서 유일하게 선정됐다고 밝혔다.  

계양구에 따르면, 이번 사업은 과학기술정보통신부와 국토교통부가 공동 추진하는 범정부 ‘AI 민생 10대 프로젝트’의 하나로, 복잡한 토지·건축 관련 법령과 지자체별 조례를 인공지능(AI)이 분석해 민원인이 인허가 가능 여부를 사전에 확인하고 필요한 절차를 안내받을 수 있는 시스템을 구축하는 사업이다.

국토교통부 사업단은 지난 6월 시범운영 참여를 희망한 지자체를 대상으로 현장 인터뷰와 실태조사를 실시한 뒤 객관성과 타당성 등을 종합 평가해 인천 계양구를 비롯해 충남 아산시, 경북 경산시·영천시, 충북 음성군 등 전국 5개 지자체를 최종 선정했다.

계양구는 전체 면적의 약 50%가 개발제한구역(그린벨트)으로 지정돼 있어 수도권 지자체 중에서도 행정 복잡도가 최고 수준인 특수한 입지를 지니고 있다. 

계양구는 이러한 복잡한 규제 환경 속에서도 복합 민원 처리 경험, 적극적인 행정 협조 체계 등이 시범운영 지자체 선정에 긍정적으로 평가받았다.

이번 시스템이 도입되면 민원인은 구청을 직접 방문하거나 여러 부서를 찾아다니지 않고도 토지 개발행위 등에 대한 인허가 가능 여부를 사전에 확인할 수 있다. 

또, AI가 관련 법령과 조례 등을 분석해 필요한 절차를 안내함으로써 복합 민원 처리 기간 단축과 행정 효율성 향상에도 도움이 될 것으로 기대된다. 

사업은 올해 12월까지 시범 지자체를 대상으로 현장 검증과 실증을 거쳐 내년 초부터 시범 운영될 예정이며, 2027년 말에는 전국 지자체로 서비스를 확대할 계획이다.

Gyeyang-gu announced on the 8th that it was the only local government in the Seoul metropolitan area selected for the first pilot operation of the ‘AI-based Integrated Permit Pre-diagnosis Service,’ organized by the Ministry of Land, Infrastructure and Transport.

According to Gyeyang-gu, this project is part of the pan-government ‘Top 10 AI Livelihood Projects’ jointly promoted by the Ministry of Science and ICT and the Ministry of Land, Infrastructure and Transport. The project aims to establish a system in which artificial intelligence (AI) analyzes complex land and building laws and local ordinances to allow applicants to verify the feasibility of obtaining permits in advance and receive guidance on necessary procedures. 

Last June, the project team under the Ministry of Land, Infrastructure and Transport conducted on-site interviews and fact-finding surveys of local governments that wished to participate in the pilot operation. Following a comprehensive evaluation of objectivity and feasibility, the team ultimately selected five municipalities nationwide, including Gyeyang-gu in Incheon, Asan-si in South Chungcheong Province, Gyeongsan-si and Yeongcheon-si in North Gyeongsang Province, and Eumseong-gun in North Chungcheong Province.

Gyeyang-gu possesses a unique geographical location where approximately 50% of its total area is designated as a development restricted zone (green belt), resulting in the highest level of administrative complexity among municipalities in the Seoul metropolitan area.

Despite this complex regulatory environment, Gyeyang-gu received favorable evaluations for its experience in handling complex civil complaints and its proactive administrative cooperation system, which were crucial in its selection as a pilot operation municipality.

With the introduction of this system, citizens will be able to check in advance whether permits for land development activities are feasible without having to visit the district office in person or visit multiple departments.

Furthermore, it is expected to help shorten the processing time for complex civil complaints and improve administrative efficiency by having AI analyze relevant laws and ordinances to guide users through necessary procedures. 

The project is scheduled to undergo field verification and demonstration targeting pilot local governments by December of this year, begin pilot operations early next year, and plans to expand the service to local governments nationwide by the end of 2027.
