(브레이크뉴스인천 박상도 기자)  인천시가 8일, 해양수산부가 추진하는 ‘2026년 어업규제 완화 시범사업(‘26. 7.~’27. 6.)‘에 3년 연속 선정됐다고 밝혔다. 

인천시에 따르면, 시는 이번 선정으로 삼치 금어기 조정과 젓새우(연안개량안강망) 그물코 규격 완화 등 2개 사업을 지속 추진할 수 있게 됐다.

어업규제 완화 시범사업은 지역 특성을 반영한 합리적인 규제 개선을 통해 어업인의 소득을 늘리고 자율적인 수산자원 관리체계를 정착시키고자 추진하는 사업이다. 

참여 어업인은 총허용어획량(TAC) 준수, 어선위치발신장치 상시 가동, 전자 어획 보고 등 정부의 자원관리 체계를 준수하는 조건으로 규제완화 혜택을 받는다.

인천 해역의 삼치는 주로 5월에 잡히지만 현행 금어기(5.1.~5.31.)와 어획 시기가 겹쳐 사실상 조업이 어려운 상황이었다. 

이에 인천해역의 특성을 반영해 금어기를 4월 10일부터 5월 10일까지 조정해 수산자원보호 효과를 유지하면서도 어업인의 조업 기회를 확대했다.

2025년 시범사업(‘25. 7.~’26. 6.) 결과 삼치 144톤을 어획해 11억 5천만원 이상의 경제효과를 거두며 규제 개선의 효과를 입증했다.

또, 강화 인근 해역의 젓새우 어업은 빠른 조류를 활용하는 전통적인 조업방식을 유지하고 있으나, 현행 그물코 규격으로는 조업에 차질이 있었다. 

이에 따라 젓새우 연안개량안강망의 그물코 규격을 3개월간(8.21~11.18.) 기존 ‘25㎜이하 사용금지’에서 ‘6㎜이하 사용금지’로 완화해 현장 여건에 맞는 조업 환경을 조성했다.

그 결과 2025년 시범사업에서는 젓새우 991톤을 어획해 44억 원의 경제효과를 거두며 어업인 소득 증대에 크게 기여한 것으로 나타났다.

인천시는 2024년부터 3년 연속 시범사업에 선정되며 현장 중심 규제혁신의 대표적 모범 사례로 평가받고 있다.

인천시는 앞으로도 어업규제 완화 시범사업 효과를 지속적으로 분석해 법령 개정 등 제도화를 건의하고 어업인 소득 증대와 수산자원 보호가 조화를 이루는 지속 가능한 어업 환경을 조성하는 데 행정력을 집중할 계획이다.

또한, 인천시가 8일, 보건복지부가 실시한 ‘2025년 지방 자치단체 자살예방 시행계획 추진실적 평가’에서 우수지자체로 선정됨에 따라 시는 5년 연속 우수지자체에 이름을 올리며 자살예방 정책의 우수성을 다시 한번 입증했다고 밝혔다.

인천시에 따르면, 이번 평가는 지방자치단체의 자살예방 정책 추진체계, 시행계획 이행실적, 국가 및 지역중점사업 추진성과 등을 종합적으로 평가했다.   

인천시는 전담조직 신설 등 선도적인 추진체계 구축과 지역 현황을 체계적으로 분석해 지역 특성을 반영한 정책, 폭넓게 구축된 민·관 협력 기반의 생명안전망 조성 등의 성과를 인정받았다.

인천시는 이번 성과를 기반으로 ‘인천광역시 제2차 중장기(2026년~2030년) 자살예방종합계획’을 본격 추진하며 시민 중심의 지속 가능한 자살예방체계를 굳건히 다질 방침이다.

특히, 인천시는 전국 최초 ‘인천형 자살예방 안전난간 설치 제도화’를 추진하며 인프라 구축에도 속도를 내고 있어 그 성과로 경인아라뱃길 백석대교 자살예방 안전난간 설치를 위한 2026년 상반기 행정안전부 지역현안수요 특별교부세 7억 원을 확보했다. 

아울러, 자살 고위험군 맞춤형 사례관리와 생애주기별 자살예방사업을 확대하고, 자살유족 원스톱 지원을 강화하는 등 빈틈없는 복지망을 구축할 예정이다.
