부천시에 따르면, 이번 점검은 방대한 자치법규 검토에 소요되는 행정력과 예산을 절감하는 한편, 시민의 기본권을 보다 체계적으로 보호하기 위해 마련됐다.
점검 대상은 부천시 현행 자치법규 전반이며, 효율적인 검증을 위해 제미나이(Gemini), 챗GPT 등 생성형 AI에 적용할 ‘자치법규 AI 표준 프롬프트’를 자체 개발해 전 부서에 배포했다.
주요 점검 분야는 노동 인권 및 고용 안정성, 차별행위 및 평등권 침해, 과도한 주민 권익 제한, 절차적 권리 및 구제수단 누락 등 4대 분야다.
부천시는 6월 계획 수립을 시작으로 7월부터 8월까지 부서별 AI 자체 점검을 진행하고, 인권침해 소지가 확인된 조항은 9월부터 12월까지 입법예고와 심의를 거쳐 신속히 정비할 계획이다.
