(브레이크뉴스인천 박상도 기자) 인천공항본부세관이 24일, 인천국제공항공사(공사)와 함께 출국장 외화 밀반출 차단을 위한 협업체계를 강화한 결과, 외국환 반출 신고 및 적발 실적이 증가하는 등 가시적인 성과를 거두고 있다고 밝혔다.

인천공항세관에 따르면, 양 기관은 그간 불법 외화 밀반출 방지 및 항공보안 강화를 위해 체결한 양해각서(MOU)에 근거하여 외화의 불법 반출을 단속해왔으며, 작년 연말부터 긴밀하게 협의하여 공사가 단속에 필요한 시설, 장비 등 인프라를 구축·지원하고, 세관은 지난 3월 31일 외화검사 전담부서를 신설했다.

특히, 공사 보안검색 단계와 세관 X-ray 직접 판독 단계가 연계된 ‘이중 차단체계’를 구축하여, 세관 자체 외화 위반사례 적발 등 올해 4~5월 외국환 반출신고 위반에 따른 과태료 처분은 전년 동기 38건 대비 73.7% 증가한 66건이었다.

또, 조사의뢰 역시 12건에서 17건으로 41.7% 늘어나는 등 외화 밀반출 단속 실효성이 크게 향상된 것으로 나타났다.

또한, 출국장 안팎에서 방송, 전광판 등을 활용하여 지속해서 안내하고, 외화 자진신고 캠페인을 전개하는 등 대국민 홍보를 통해 외화 반출 신고 건수도 전년 동기 1,298건 대비 1,510건으로 16.3% 증가하며 여행자들의 외화 자진신고 인식도 개선된 것으로 분석했다.

앞으로 양 기관은 첨단 과학기술을 활용한 단속 고도화를 추진하기 위해 AI 지폐 자동탐지 알고리즘을 도입하여 시범운영할 계획이다, 

이 시스템이 도입되면 보안검색 과정에서 가방 속 대량의 지폐를 AI가 자동으로 식별해 낼 수 있어 판독의 정확성과 신속성이 높아질 것으로 기대하고 있다. 

박헌 세관장은 “그 동안 양 기관이 맺어온 MOU를 바탕으로 신뢰를 쌓아온 덕분에 세관 전담 조직 신설과 공사의 인프라 구축이 유기적으로 완성될 수 있었다”며, “앞으로도 협업체계를 강화하여 대한민국 관문을 통한 불법 외화 유출을 철저히 차단하겠다”고 말했다.
