(브레이크뉴스인천 박상도 기자) 인천시가 28일, 중동 전쟁 장기화에 따른 지역경제 피해를 최소화하기 위해 종합 대응책 마련에 나섰다고 밝혔다. 

인천시에 따르면, 미국과 이란 간의 전쟁이 두 달간 이어지면서 지역 중소 제조업체와 서민 경제가 심각한 어려움을 겪고 있는 가운데, 시는 현장 중심의 실효성 있는 대응을 통해 위기 극복에 총력을 기울인다는 방침이다.

인천시는 지난 3월 12일부터 행정부시장을 단장으로 하는 ‘중동상황 대응 비상경제 전담대책반(TF)’을 가동해 물가 관리와 수출입 지원 등 분야별 모니터링과 현장점검을 지속적으로 추지하며 지역 경제 상황을 면밀히 살펴왔다. 

특히, 정세 불안이 예상보다 장기화됨에 따라, 인천시는 최악의 상황까지 고려한 종합 대책을 마련했다. 

중동 수출 피해기업 지원, 소상공인·농어업인 지원, 민생 안정 등 3대 분야 25개 세부사업으로 구성된 이번 대책은 지난 14일 발표한 ‘인천형 민생지원 추경’과 연계해 시너지 효과를 낼 것으로 보인다.

○ 중동 수출 피해기업 등 중소기업 지원 (3,010억 원 투입)

우선, 중동 지역 수출기업 및 협력·납품업체를 대상으로 500억 원 규모의 긴급경영안정자금을 지원한다. 

원자재 가격 상승과 환율 변동으로 인한 기업의 부담을 완화하기 위한 조치로, 자금 조기 소진될 경우 500억 원 규모의 재원을 추가로 투입할 계획이다.

또한, 경기침체로 어려움을 겪고 있는 일반중소기업을 위해 하반기 경영안정자금 3,000억 원 중 2,000억 원을 상반기로 앞당겨 지원한다. 

물류비 지원과 수출보험·보증료 지원, 긴급 수출바우처 등 수출기업의 해외 판로 개척 지원을 확대하고, 인천테크노파크 및 인천상공회의소와 협력해 ‘중동 전쟁 관련 피해·애로 신고센터’를 상시 운영하며 기업 피해사항을 지속적으로 파악하고 있다.

○ 소상공인·농어업인 지원(2,747억 원 투입)

실물경제 위축에 취약한 소상공인을 위해 경영안정자금 지원을 앞당긴다. 

올해 예정된 3,250억 원의 자금 중 2,745억 원을 상반기 중 지원하고, 폐업 소상공인의 재기를 돕는 ‘새출발 지원사업’도 상반기에 조기 집중 지원하여 사업의 실효성을 높일 계획이다.

어업인을 위한 맞춤형 지원도 전개한다. 

조업 비용 중 면세유 비중이 높은 어업의 특성을 고려해 면세유 지원을 기존 연말 1회에서 상·하반기 연 2회 지급으로 확대하고, 연간 지원금 상한도 역시 최대 700만 원까지 인상하여 체감도 높은 지원이 이루어지도록 할 계획이다.

○ 민생 안정 및 물가 관리

민생 안정과 물가 관리에도 행정력을 집중한다.

정부 추경과 연계한 ‘고유가 피해지원금’의 신속한 집행을 위해 군·구와 전담팀(TF)을 구축·운영하여, 지급 과정에서의 시민 불편을 최소화할 방침이다.

또한, 버스·택시·지하철 요금 등 7대 지방공공요금을 동결하고, 생활물가는 매주 모니터링하고 농축산물 가격 안정을 위한 모니터링과 단속도 상시 운영하며, 최근 이슈 종량제 쓰레기봉투 수급 관련 안정적 공급망 확보 방안을 모색하고 있다.

○ 인천 동구 철강산업 위기극복 병행 추진

인천시는 건설경기 악화와 중국산 저가 공세, 미국의 고관세 부과 등 ‘4중고’를 겪고 있는 동구 철강산업을 보호를 위해 ‘산업위기 선제대응지역 지정’ 신청을 추진한다. 

현재 행정 절차는 마무리 단계로 중앙정부 및 지역 정치권과 긴밀히 협력해 조속한 지정을 이끌어 낼 계획이다.
