(브레이크뉴스인천 박상도 기자) 인천 서구의회 박용갑 의원(국민의힘, 마선거구)이 지난 25일 환경부장관의 수도권매립지 제2매립장 에너지시설 활용 주문에 대한 반대 입장을 표명했다. 

박 의원은 “사전 합의 없이 추진되는 에너지시설 활용은 그동안 주민이 감내해온 피해와 희생을 무시하는 결정”이라며 “매립지 종료와 반환은 기존 계획대로 반드시 주민의 품으로 돌아가야 한다”고 강조했다.

또한 박 의원은 제2매립장이 오랫동안 분진과 악취 등으로 서구민에게 큰 피해를 안겨온 대표적 혐오시설임을 지적하며, “인천시는 북부권 종합발전계획 용역을 통해 첨단 UAM 시험단지, 환경 이벤트 단지, 스포츠 공원 등 주민 친화시설로의 전환을 제시한 바 있다”며 기존 계획의 이행을 촉구했다.

이어 “환경부장관이 이달 초 수도권매립지를 방문해 일방적으로 재생에너지 보급 확대를 주문했다. 이는 수도권매립지 4자 협의체와 주민의 목소리를 무시”한 행태이며 “서구를 또다시 에너지 공급원으로 보는 발상”이라고 밖에 볼 수 없다고 말했다.

마지막으로 “검단지역은 분구를 앞두고 있음에도 주민 편의시설이 턱없이 부족한 상황”이라며 “제2매립장을 에너지 시설로 만드는 대신, 주민 의견을 반영한 계획 수립이 필요하다”고 요청했다.

인천 서구, 검단을 지역구로 활동하는 의원으로서 수도권매립지 제2매립장 에너지시설 활용에 반대한다. 수도권매립지 제2매립장은 오랫동안 서구민에게 분진과 악취 등 피해를 안겨온 대표적 혐오시설이었다. 매립지 종료가 완전히 이뤄지지 않은 지금도 주민들은 매립지에서 기인한 환경 문제로 고통을 받고 있다.

수도권매립지 제2매립장은 매립면적 262만㎡로 수도권매립지 중 매립 면적이 가장 넓다. 그만큼 더 많은 주민이 더 오랜 기간 고통에 노출돼 왔으며 이는 명백한 사실이다.

서구는 매립지 종료와 반환을 오랜 숙원으로 삼아왔다. 인천시는 북부권 종합발전계획수립 용역을 통해 첨단 UAM 시험단지, 시민팜 공원을 포함한 환경 이벤트 단지, 스포츠공원 등 발전적 활용 방안을 제시한 바 있다.

그런데 환경부장관이 제2매립장을 주민 이용시설이 아니라 재생에너지 보급·확대 공간으로 활용할 수 있도록 알아보라고 주문한 것은, 그간 서구민이 감내해온 피해와 희생을 무시하는 결정이다.

인천 서구에는 이미 화력발전소가 가동중이며 생산한 전기가 타지역에 송전되고 있음에도, 곧 실시될 지역별 전기요금 차등제에 수도권을 하나로 묶어버렸다. 정작 전력 생산이 직접 이루어지는 서구에서는 아무런 혜택을 보지 못하고 오히려 더 높은 전기세를 내야되도록 안을 내놓았다.

이런 상황에서 매립지에 또다시 재생에너지시설을 설치하려는 계획은 서구뿐 아니라 인천시민 전체의 입장을 배제하는 것이며, 서구민을 에너지 공급의 희생양으로 보는 시각에 불과하다. 에너지 자급률이 이미 충분함에도 인천 서구에 추가 에너지시설을 조성해야 할 이유는 없다.

서구는 내년 검단구 분구를 앞두고 있으며, 주민 편의시설이 크게 부족한 상태다. 2매립장 마저 주민의 품이 아닌 수도권의 공유물이 된다면, 지역 주민들의 박탈감은 더욱 커질 수밖에 없다.

수도권매립지의 운영과 활용방안은 4자협의체를 통한 논의와 주민 의견 수렴 과정을 반드시 거쳐야 한다. 환경부장관의 이번 주문은 협의체와 주민 의견을 배제한 일방적 결정이다.
