(브레이크뉴스인천 박상도 기자) 전국시도교육감협의회가 7일 오전 조희연 전국시도교육감협의회장(서울특별시교육감, 이하 협의회장)과 신동근 국회 보건복지위원장이 국회 본관에서 간담회를 가졌다고 밝혔다.

교육감협의회에 따르면, 이날 간담회에는 강은희 대구광역시교육감, 도성훈 인천광역시교육감, 윤건영 충청북도교육감도 참석한 가운데 최근 서이초 교사 사망사건을 계기로 사회적 현안으로 부각한 교사의 정당한 교육활동 보호 정책을 수립하기 위한 대책의 일환으로 개최됐다. 

조희연 협의회장은 가정에서의 아동폭력을 계기로 제정된 아동복지법 및 아동학대처벌법이 학교에까지 무분별하게 확대 적용되면서, 일정 정도의 ‘불편함’을 수반할 수밖에 없는 정당한 훈육마저 아동학대로 취급당하며 교사의 교육활동을 옥죄고 있는 상황을 지적하며, ‘교원의 정당한 생활지도에 대해서는 아동학대로 보지 않는다’는 취지를 담아 아동복지법 및 아동학대처벌법을 개정해줄 것을 신동근 위원장에게 요청했다.

이에 신동근 보건복지위원장은 가정에서 일어나는 아동학대 사안은 지자체에서, 그리고 학교에서 일어나는 아동학대 사안은 교육청에서 1차적인 판단을 하는 것이 필요하다고 밝히며, 관련 법안이 교육위를 통과하면 보건복지위원회에서 검토, 보완할 것을 약속했다.

간담회 이후 조희연 협의회장을 비롯한 시도교육감들은 국회 법사위원장실을 방문하여 김도읍 법사위원장에게 교사의 정당한 교육활동 보호를 위한 각종 법률 개정안이 신속하게 통과될 수 있도록 협조를 당부했다. 

이에 김도읍 법사위원장은 ‘교사의 정당한 교육활동을 법적으로 보장해달라는 교육계의 요구를 잘 알고 있다’며 ‘교육현장의 의견을 적극적으로 수용하여 교권이 바로설 수 있도록 최대한 돕겠다’고 화답했다.
